- En la ocasión, se dio a conocer la propuesta y avances de Esval en su plan de Acceso Universal, que ya suma 13 sistemas de agua potable rural conectados a sus redes.
El gerente de Desarrollo de Esval, Marcelo Aceituno, presentó en el foro virtual “Políticas Públicas para Garantizar el Acceso al Agua: Desalación y Reúso, Soluciones para Chile”, organizado por la Asociación Latinoamericana de Desalación y Reúso de Agua (Aladyr), la experiencia de la sanitaria en la materia.
El plan de Acceso Universal de Esval busca avanzar en el aumento de cobertura de agua potable y seguridad hídrica para zonas rurales, y resolver áreas grises al interior (sin servicio) y en el entorno de la zona de concesión. Esto, sobre todo considerando que la Región de Valparaíso concentra la mayor cantidad de sistemas de Agua Potable Rural (APR) afectados por la sequía.
“Este plan responde al compromiso que tenemos con nuestra región, conscientes de que un elemento tan básico como el agua potable es fundamental para la calidad de vida de las personas”, dijo Aceituno. Recordó que ya son 13 los sistemas de APR que están interconectados a la red de Esval -el 7,8% del total- lo que representa una serie de ventajas para estas comunidades, pues se trata de una fuente de suministro seguro en términos de continuidad y calidad del agua. Por otra parte, el desarrollo de un proyecto de interconexión a mayor escala, permite conceptualizar soluciones integradas (urbano-rural) de largo plazo, aprovechando economías de escala y las redes de distribución interregionales.
Además, hace posible una gestión más eficiente del sistema, pues el APR puede optar entre fuentes de abastecimiento, de acuerdo con la disponibilidad y costo marginal y lo más importante, permite a los vecinos contar con un suministro continuo y de calidad.
“Creemos que este modelo abre la oportunidad de financiamiento público/privado de grandes proyectos de inversión, disminuyendo el impacto a los clientes regulados y haciendo más eficiente la inversión pública destinada a sistemas rurales”, destacó Aceituno. Detalló que, de acuerdo con el análisis realizado, las redes de Esval podrían suministrar agua hasta a 2/3 de los sistemas APR de la región, beneficiando a 145.000 personas.
“Queremos seguir llegando a lugares que aún no cuentan con un suministro continuo y de calidad, porque sabemos el valor que tiene el servicio de agua potable en la vida diaria de las personas”, agregó el ejecutivo.
El foro de Aladyr se desarrolla entre el 18 y el 19 de noviembre, dando cita a representantes de Gobierno, empresas mineras, sanitarias, agrícolas, proveedores, organizaciones de consumidores y medioambientales, entre otros.
